I don't get how that's a California problem. Sure, in this case it happened in California, but the basis of lawsuit was ADA compliance, so petty crap like this could happen anywhere in the U.S. . Like, say, in Houston, where we have an ungodly number of fat people in wheelchairs.
(1) Do-gooder Bush Senior who signed that stupid Federal law -- and felt good about it.
(2) Greedy lawyers who have so few morals that they would encourage people to silently and artificially create multiple "offenses" to rack up the bill.
(3) Stupid jurors who lawyers depend on to approve these claims.
Personally, I say put me on that jury. Like the owner said, his phone number was right on the bill! Not only that, the greedy handicapped one was in there over and over. No $$$ for you, greedy one.
If the owner had refused to change the mirror after being notified, OK, that's a problem, but to not notify him and continue to count up the violation days, that counts to me as ill intent, and even though the other jurors would hate me, I'd no way even compromise on ONE DAY worth of damages for the miscreant.
(Note to potential jurors: Pray to God you don't get on a jury with me. I get my salary for as long as I'm on a jury, and I will make no compromise that makes an innocent man pay or an innocent man go to jail, or even makes a guilty man subject to an outrageous punishment. I feel for your urgent need to get out of that room, and for the judge to move to the next case, but I will sit there for weeks arguing nastily with you until one of us gets chucked out.)

As for the Mafia type solutions, trust me, they are there. Probably not from an owner like this one, though. I probably shouldn't even admit to knowing this, but I do know managers in seedier businesses who are always able to convince a few boys to "help them out" with problem customers. It ain't quite right, but when the formal system ties your hands...
I have two great kids who I love more than life itself, despite any whining you might read here. Everything else is peanuts.
