I think California has a spending problem
I don't think it's a revenue problem.

Yeah, you probably just care about the young officer that shows up at midnight in the cruiser. Well, let me tell you something, buddy. With out a million dollar staff head, why...why..um..the county web site wouldn't be updated...and...um...the annual golf tournament wouldn't exist...and...um...ah...
Well, there's more. Lots more.

Cali has not hit bottom yet....but some folks have it figured out which is a good first step. We should expect Arnold to be in DC asking that the burdens be shifted to the nation...well it will be worded differently but after a period of denial that will come.
Adam Smith said there is a lot of ruin in a country( or city, or state ).
Here in the North East, the running of a political/economic entity can go on, and has for generations. I can give you hundreds of city size, and now county size examples. Michigan and New York are now near state size.
Enjoy. The assets stripping( via pensions ) has only just begun. Think slum lording entire cities, states.
You are at the beginning of the beginning. Assets stripping is not a problem to the beneficiaries. It is not a bug, it is a feature. It is the nature of the thing itself.
Funny you should mention this as I am poster "Booty JuJu" in the comment section of that article.
Small world. Unless you have to paint it.
This chart makes it pretty clear what the source of the problem is:

The CA gluttons just can't stop the spending.
Gee Lou. Was it ohhhh 1992 or so that I first suggested: "California doesn't have a revenue problem, it has a spending problem."
Rob, when you left Mazzhole for California many years ago, admit it. You wish you had gotten a job with the state.
Dump 'em on the PBGC and let them collect the maximum there.
Currently that's about $45,000, IF you retired at 65 or later.
