I tend to ignore it. Like when my 110 lb dogs look quizically at a chihuahua barking at them. The more emphatic the bark, the smaller the cojones.
I'm in the "who cares what he says" camp. He rants just to get a response...he needs a strawman to distract the people of his country, this week its the the US/Dutch combo...double the fun in one rant. But then again, I'm in the camp who thinks these two bit thugs will work the US over hard if they sense weak leadership here.

Actually, he's negotiating with the government of Curcao over buying the island's refinery. His state-owned company, PDVSA, has had a long-term agreement in place to run it, but still has to make payments to the Curacao government. If he starts talking a lot about a Dutch invasion, he might use it as a pretext to takeover the asset. Also, keep in mind, that the Dutch control a huge amount of the tankers that move his crude and products to world markets.
